Constitution of the KWAJI:YÄ KNÖGÉ Nation
Ceremonial Covenant & Sovereign Charter
PREAMBLE
We, the people of the KWAJI:YÄ KNÖGÉ Nation, descendants of ancient sovereigns,
guardians of sacred lands and eternal covenant, do hereby establish this Constitution as the
binding law and ceremonial charter of our Nation.
Invoking the sacred phrase “Banarema towa abunuhi” — people of the valley of dry
bones — we rise in remembrance, affirming that sovereignty is sacred, balance is eternal,
and our covenant shall endure across generations.
ARTICLE I. Sovereignty
The KWAJI:YÄ KNÖGÉ Nation is sovereign, independent, and eternal. Its sovereignty
flows from ancestral covenant, allodial title, and the eternal guardianship of land, spirit, and
people. No foreign power may annul, diminish, or override this sovereignty.

ARTICLE II. Membership
Membership in the Nation is granted by birthright, adoption, or ceremonial oath.
• 	Maternal lineage grants automatic membership.
• 	Paternal lineage requires renewal at maturity with loyalty oath.
• 	Adoption requires ceremonial approval by the High Council.
Members are equal in rights, duties, and protections under this Constitution.
ARTICLE III. Governance
The governance of the Nation rests in the High Council, ministries, and consulates.
• 	The High Council is supreme in authority.
• 	Ministries administer education, health, economy, defense, and ceremony.
• 	Consulates extend sovereignty abroad, providing refuge and representation.
Governance shall be guided by the sacred laws of Ma’at: truth, balance, order, harmony,
reciprocity, and justice.

ARTICLE IV. The High Council
The High Council shall be composed of elders and elected representatives. It shall interpret
law, safeguard sovereignty, and guide the Nation’s destiny. The High Council shall convene
in ceremonial assembly, with decisions binding upon all ministries and consulates.
ARTICLE V. Ministries
Ministries shall oversee the vital functions of the Nation:
• 	Ministry of Education
• 	Ministry of Health & Wholistic Care
• 	Ministry of Economy & Trade
• 	Ministry of Defense & Guardianship
• 	Ministry of Ceremony & Culture
Each ministry shall be accountable to the High Council and guided by Ma’at.
ARTICLE VI. Consulates
Consulates shall serve abroad as extensions of sovereignty. They shall provide refuge,
representation, and ceremonial continuity for members in foreign lands. Consulates shall
maintain autonomy but remain bound to the High Council.
ARTICLE VII. Elections
Elections shall be held at intervals determined by the High Council. They shall be conducted
with transparency, fairness, and ceremonial dignity. All members of age shall have the right
to vote and to stand for office.
ARTICLE VIII. Judiciary
The Judiciary shall interpret law, resolve disputes, and protect rights. It shall be independent
of ministries and consulates, accountable only to the Constitution. Trials shall be overseen
by three magistrates, with deliberations lasting no less than one hour unless consensus is
reached. Bribery and corruption are forbidden; any magistrate found guilty shall be charged
with treason.

ARTICLE X. Treason
Treason is defined as:
• 	Collusion with foreign powers against the Nation.
• 	Exploitation of Kwajian land or people.
• 	Desecration of sacred sites.
• 	Corruption of office or betrayal of covenant.
Punishment for treason shall be exile, loss of membership, and ceremonial condemnation
before the High Council.
ARTICLE XI. Concepts & Outlines
The Nation shall define its sovereignty, lineage, alliances, and ceremonial legitimacy
through sacred concepts and outlines. These shall serve as guiding principles for
governance, diplomacy, and cultural preservation.
ARTICLE XII. Declaration of Rights of Indigenous Peoples
The Nation affirms the full rights of Indigenous peoples as recognized by ancestral covenant
and international law. All Kwajian members are entitled to dignity, equality, and protection
under this Constitution. The Nation shall advocate for Indigenous rights globally, aligning
with the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).
ARTICLE XIII. National Consulates
Consulates shall serve as extensions of sovereignty abroad. They shall provide refuge,
representation, and ceremonial continuity for members in foreign lands. Consulates shall
maintain autonomy but remain bound to the High Council.
ARTICLE XIV. National Symbols & Observances
The Nation shall preserve sacred observances, including Ochosi, Ogun, Orichaoko, Aganju,
Olokun, and Oshun. National symbols include:
• 	The Totem Pole of Sovereign Animals
• 	The Flag of the Nation
• 	The Coat of Arms
• 	The National Motto: “Live True & Die Free”
Desecration of national symbols shall be treated as ceremonial desecration and punished
accordingly.

ARTICLE XV. Currency & National Trust
The Nation shall maintain a mineral-backed currency, safeguarded by the Sanctum Tribal
Trust. Treasury rules shall ensure strict accountability, with misappropriation treated as
treason. Economic sovereignty shall be preserved against foreign exploitation.
ARTICLE XVI. Sanctum Tribal Trust
The Sanctum Tribal Trust shall serve as eternal custodian of ceremonial, financial, and
ancestral assets. It shall safeguard land, currency, archives, and sacred artifacts.
Misappropriation or betrayal of the Trust shall be treated as treason.
ARTICLE XVII. Foreign Assistance to Nationals
Consulates shall provide asylum, domestic security, accommodations, and jurisdiction
abroad. Members shall be protected wherever they dwell, under the guardianship of the
Nation.
ARTICLE XVIII. Stakeholder Groups
Economic partners must align with Ma’at and national welfare. Stakeholder groups shall be
subordinate to member sovereignty. No external entity may override the rights of Kwajian
members.
ARTICLE XIX. Education
The Nation shall establish independent schools and trades colleges. Youth education is
mandatory, with curriculum including entrepreneurship, economics, “Our Story,” languages,
and professions. Education shall be debt-free and aligned with ancestral wisdom.
ARTICLE XX. Marriage
Marriage is recognized as a sacred covenant.
• 	Engagement shall last 365 days, marked by the exchange of ankhs.
• 	Marriage is a lifelong union, annulled only in cases of harm.
• 	Trafficking and forced marriage are forbidden, treated as human slavery.

ARTICLE XXI. Birth Certificates
The Nation shall issue birth certificates to all members born within its sovereignty. Birth
certificates shall affirm lineage, covenant, and membership. No foreign authority may deny
or annul Kwajian birth records.
ARTICLE XXII. Ascendance Certificates
Upon maturity, members shall receive ascendance certificates, affirming their oath of loyalty
to the Nation. Ascendance certificates shall mark the transition from youth to full
responsibility within the covenant.
ARTICLE XXIII. Burial Policy
Burial rites shall be conducted in accordance with ancestral ceremony. Members shall be
interred upon sacred land, with offerings to guardians of the spirit. Desecration of burial
grounds shall be treated as ceremonial desecration and punished accordingly.
ARTICLE XXIV. Dental Assistance
The Nation shall provide dental assistance as part of wholistic health care. Dental care shall
be free of debt and aligned with natural healing practices.
ARTICLE XXV. Wholistic Health
The Nation shall provide wholistic health care, including herbal medicine, acupuncture,
Reiki, and ceremonial healing. Health care shall be debt-free, accessible to all members, and
aligned with ancestral wisdom.
ARTICLE XXVI. Food Security
The Nation shall ensure food sovereignty through local farms, gardens, and sustainable
practices. Vital Yard and allied enterprises shall provide nourishment rooted in Ital culture.
No member shall suffer hunger within the Nation.
ARTICLE XXVII. Insurance
The Nation shall establish cooperative insurance systems to protect members against loss.
Insurance shall be debt-free, equitable, and aligned with covenantal responsibility.

ARTICLE XXVIII. Foreign Policy
The Nation shall maintain foreign policy guided by sovereignty, balance, and Ma’at. All
treaties and alliances must preserve Kwajian independence and dignity. No foreign power
may impose upon the Nation without consent of the High Council.
ARTICLE XXIX. Scholarships
The Nation shall provide scholarships for youth to pursue education, trades, and
professions. Scholarships shall be debt-free and funded by the Sanctum Tribal Trust.
Recipients shall pledge to serve the Nation upon completion of studies.
ARTICLE XXX. Transportation Services
The Nation shall establish transportation services for members, including land, sea, and air.
Transportation shall be debt-free, sustainable, and aligned with environmental stewardship.
No member shall be denied access to mobility within the Nation.
ARTICLE XXXI. Social Stigma
Social stigma shall be applied as a restorative measure for members who violate covenantal
law.
• 	Stigma shall consist of temporary denial of services and privileges.
• 	Stigma shall endure until penance and reconciliation are completed.
• 	Stigma shall never be punitive, but corrective, guiding members back into balance.
ARTICLE XXXII. Affiliate Organisations
Affiliate organisations may be established to support education, health, economy, and
ceremony. Such organisations must align with Ma’at and remain subordinate to the
sovereignty of the Nation. No affiliate may override the rights of Kwajian members.
ARTICLE XXXIII. Legislative Procedures
Legislation shall be enacted by the High Council in ceremonial assembly.
• 	Proposals must be read aloud three times before adoption.
• 	Decisions require consensus or majority vote of elders and representatives.
• 	All laws must align with the eternal covenant and the principles of Ma’at.

ARTICLE XXXIV. Checks & Balances
Checks and balances shall preserve integrity in governance.
• 	Officials found guilty of corruption or treason shall be removed from office.
• 	An Ethics Committee shall oversee accountability.
• 	No branch of governance may override the Constitution.
ARTICLE XXXV. Rights & Freedoms
All members are entitled to rights and freedoms under this Constitution:
• 	Freedom of speech, ceremony, and assembly.
• 	Right to education, health, and food security.
• 	Protection against exploitation, trafficking, and slavery. These rights are sacred and
cannot be annulled by foreign powers.
ARTICLE XXXVI. Defense & Security
The Nation shall maintain defense forces under ceremonial guardianship. Defense shall
protect sovereignty, land, and people. Weapons training, guardianship rites, and ceremonial
defense shall be conducted under the Ministry of Defense.
ARTICLE XXXVII. Environmental Stewardship
The Nation shall protect forests, rivers, mountains, and sacred sites. Desecration of the
environment shall be treated as treason. Sustainable practices shall guide agriculture,
construction, and industry.
ARTICLE XXXVIII. Digital Sovereignty
The Nation shall maintain digital sovereignty through independent networks, archives, and
communication systems. Digital records shall be preserved in the Sanctum Tribal Trust. No
foreign entity may control Kwajian digital infrastructure.
ARTICLE XXXIX. Succession & Continuity
Succession of leadership shall follow ancestral covenant and High Council decree.
Continuity of governance shall be preserved through ceremonial rites and constitutional law.
No vacancy shall annul sovereignty; guardianship shall endure across generations.

ARTICLE XL. International Representation
The Nation shall maintain international representation through consulates, treaties, and
alliances. Representation shall preserve sovereignty, dignity, and independence. No foreign
power may impose upon the Nation without consent of the High Council.
ARTICLE XLI. Land & Resource Law
The land of the KWAJI:YÄ KNÖGÉ Nation is sacred, eternal, and inalienable.
• 	Land shall be held in allodial title under ancestral covenant.
• 	No foreign power, corporation, or individual may claim ownership or impose
taxation upon Kwajian land.
• 	Natural resources — forests, rivers, minerals, and sacred sites — shall be preserved
for the benefit of the Nation.
• 	Exploitation of land or resources without consent of the High Council shall be treated
as treason.
ARTICLE XLII. Ratification & Publication
Section 1. Ratification This Constitution is hereby adopted by the High Council of Elders
and Representatives of the KWAJI:YÄ KNÖGÉ Nation, sealed under the glyph emblem and
the national motto “Live True & Die Free.”
Section 2. Ceremonial Enactment The Constitution shall be proclaimed in public
assembly, with invocation of the sacred phrase “Banarema towa abunuhi” and offerings to
the guardians of sovereignty.
Section 3. Publication The Constitution shall be published in the Gazette of Ancestral
Stewardship and preserved in the archives of the Sanctum Tribal Trust.
Section 4. Continuity This Constitution shall endure as the eternal covenant of the Kwajian
people, immune to foreign annulment, and preserved by ceremony, law, and collective
memory.
ARTICLE XLIII. Crimes & Punishments
Section 1. Categories of Crime
• 	Treason:
Collusion with foreign powers, exploitation of Kwajian land or people, desecration of
sacred sites, corruption of office.

Violation of sacred rites, destruction of ancestral artifacts, profanation of
observances.
• 	Civil Offenses:
Fraud, theft, misappropriation of trust assets, abuse of authority.
• 	Personal Harm:
Assault, trafficking, exploitation, abuse of family covenant.
• 	Crimes Against the Innocent:
Harm against children, elders, women, or vulnerable members.
Section 2. Punishments
• 	Treason:
Exile from the Nation, loss of membership, ceremonial condemnation before the
High Council.
• 	Ceremonial Desecration:
Restitution to the Nation, cleansing rites, guardianship oversight until restoration is
complete.
• 	Civil Offenses:
Restitution to victims or treasury, fines, ceremonial correction.
• 	Personal Harm:
Restorative penance, guardianship correction, denial of privileges until
reconciliation.
• 	Crimes Against the Innocent:
Zero tolerance. Such acts shall be judged as the gravest violation of covenant.
Execution is mandated, carried out under ceremonial authority of the High Council,
with rites of separation and condemnation.
Section 3. Restorative Justice
• 	Social stigma shall be applied until penance is completed.
• 	Ritual cleansing and reconciliation are required for reintegration, except in cases of
treason or crimes against the innocent, where reintegration is forbidden.
Section 4. Judicial Safeguards
• 	Trials shall be overseen by three magistrates of the Judiciary.
• 	Deliberations shall last no less than one hour unless consensus is reached.
• 	Bribery and corruption are forbidden; any magistrate found guilty shall be charged
with treason.
CONCLUSION
Whereas sovereignty is sacred, and balance is eternal; Whereas the Nation must protect its
people, land, and spirit; This Constitution stands as the ceremonial and operational covenant
of the KWAJI:YÄ KNÖGÉ Nation, binding law, culture, and philosophy into one living
